- No autonomous AI action affecting end users, transactions, or external parties without a human approval step. Tier 4 (autonomous mutation) is refused.
- Tier classification
- Every AI feature classified Tier 1 (minimal) / Tier 2 (limited) / Tier 3 (high). Tier defines the controls. Section 16 spec is mandatory.
- Audit-ready
- Audit trail per invocation, drift monitoring on Tier 3+, ISO 42001 Annex A control mapping, regulator-ready documentation.
